Andrew Manton - Director
Andrew is an established health economist and market access professional, who has 12 years of relevant experience in the pharmaceutical and healthcare consulting industries. During this time, he has held senior positions as Director of Market Access and Manager of Health Outcomes with high-profile industry-leading employers. He has also served on the Medicines Australia Health Economics and Health Technology Assessment Working Groups.
Andrew has a unique blend of technical, strategic and practical skills, combining tertiary qualifications in economics, pharmacoeconomics, epidemiology and biostatistics, with a previous professional background in government affairs, policy, public relations and communications. His particular interests lie in market access strategy, decision analytic modelling, quality of life measurement and comparative health systems analysis.
Andrew has worked across most therapeutic areas, developing specific expertise and insights around vaccines, oncology agents, respiratory diseases and women’s health. He has written more than 50 major submissions to Australia’s Pharmaceutical Benefits Advisory Committee (PBAC) and almost 20 to New Zealand’s Pharmaceutical Management Agency (PHARMAC). He has also contributed to a disparate range of health technology assessments involving medicines, medical devices and public health initiatives, across a variety of local and international settings.

Sue Phillips - Director
Sue is an experienced industry professional with a strong technical and policy understanding of market access requirements in both Australia and New Zealand, including reimbursement and pricing and pipeline planning/commercialisation activities. Over 15 years in industry, she has held increasingly senior positions in health outcomes and pricing, market access and new product launch planning.
Most recently Sue managed the Market Access function and served on the Senior Management Team of a leading Australian consultancy practice. Under her leadership the Market Access group consistently delivered high quality strategic assessments, modelled economic evaluations and pricing projects, as well as 20-30 major PBAC submissions and PHARMAC applications each year.
Sue’s experience encompasses various therapeutic areas, including cardiovascular, oncology, haematology, immunology and infectious diseases, although her special interests lie in the economic evaluation of co-dependent technologies and high cost specialised medicines. Her breadth of exposure across reimbursement projects and programs has given her a unique advantage in finding strategic solutions to critical market access and pricing challenges.
She has undergraduate qualifications in science and business, completed a Master of Public Health at the University of Melbourne in 2008 and is currently exploring options for a PhD in Health Economics. She has also served as co-chair of the Medicines Australia Co-dependent Technologies Working Group and was until recently an active member of the Health Economics Working Group.

Sinead Garrett - Director
Sinead is an experienced health outcomes specialist, with post-graduate qualifications in epidemiology, public health and pharmacoeconomics. Over the past 10 years as a Market Access Consultant, Sinead has provided expert support and advice to clients undertaking PBAC and PHARMAC submissions, and has made significant contribution to more than 30 major submissions to PBAC.
With a broad knowledge base gained from more than 20 years working across industry, academia, contract research and consulting, Sinead has first-hand insight into the full spectrum of drug development and access to market. Sinead has particular skills in maximising the use of clinical data to align product claims with pricing and reimbursement ambitions and local market access strategy, including early-stage feasibility analyses.
Sinead has a special interest in science communications, having developed and delivered high quality training materials to sales and marketing staff in new therapeutic areas. She has also tutored at undergraduate and postgraduate level in Biostatistics and Epidemiology at Monash University. Sinead is an author on 13 peer-reviewed publications, and a regular contributor to an online health research newsletter.
